Diplomacy, not urgency, is the Bush-Mbeki formula for regime change in Harare

United States President George W. Bush's quick tour of Southern Africa may have strengthened fellow President Robert Mugabe and it has certainly weakened Zimbabwe's opposition leader, Morgan Tsvangirai of the Movement for Democratic Change. The US team publicly endorsed the policy of 'quiet diplomacy' advocated by South African President Thabo Mbeki, thus compelling the MDC to accept that Mugabe may not be forced out of office soon (AC Vol 44 Nos 12 & 14).
