The Marcoussis peace accord appears deadlocked, but French President Jacques Chirac has one more ace up his sleeve: the Gabonese leader El Hadj Omar Bongo Ondimba. The presence of the veteran Franco-African mediator and the threat of United Nations sanctions may concentrate the minds of the participants at a summit in Accra, Ghana, on 29 July.
