Somalia is about to be endowed with a parliament, say mediators at the reconciliation conference in Nairobi. They have been squeezing the delegates. In May, the foreign ministers of the Inter-Governmental Authority on Development, which oversees the conference, warned that the meeting would close at the end of July even if it hadn't chosen a government. Repeated statements that this is the last chance have been matched by repeated failures to meet deadlines....
