After the war, democracy and prosperity. That was the mantra during three decades of war between the MPLA and UNITA. The reality is different. The victorious Movimento Popular de Libertação de Angola feels little pressure to give the people either. The parliamentary opposition is feeble, and oil gives the government economic muscle; to say it is 'short of cash', because it owes huge sums on old debts, is an exaggeration. Oil production, at a million barrels per day, rises steadily, with current prices hovering above US$50 a barrel....
