The civil war has ended but economic and political renewal have barely begun

A year after the fighting ended, war-ravaged Angola is on hold. The most pressing issues, such as resettling and rehabilitating more than three million civilians displaced by four decades of war, are not being tackled effectively. Still less is the government of President José Eduardo dos Santos making headway on promised economic and political reforms (AC Vol 43 No 20). There are few signs of the government using its oil income - often diverted into superfluous arms purchases and personal accounts during the war - for economic development. Even the promised US$25 million for each of the 18 provinces to rehabilitate vital infrastructure is a bagatelle beside annual oil revenues of more than $3 billion....
