President Kikwete says he is giving the grafters one last chance to change

After two years of talk, is President Jakaya Kikwete now serious about stamping out corruption? He did sack Bank of Tanzania Governor Daudi Balali on 9 January for corrupt practices, linked to an external arrears account (AC Vol 48 No 14), but that has not persuaded most of the critics. Balali resigned several weeks before he was sacked and was allowed to leave the country for medical treatment in the United States. He has since disappeared. Kikwete was told about massive fraud in the bank by auditors Deloitte & Touche and Ernst & Young ­ and two years ago by Tanzania's own Controller and Auditor General, but he failed to act....
