Having amended the constitution to allow him to run for a third consecutive term in 2006, President Yoweri Kaguta Museveni intends to run for a fourth five-year term. His critics call it his sixth since he did not start counting until a decade into the job. It will not be as easy to win over either the electorate or his party, the National Resistance Movement (NRM). At the 2006 election, Museveni won 59% of votes cast, down 10% on the previous poll, continuing his decline in popularity since taking charge in 1986.
