Negotiations between the Zimbabwe African National Union-Patriotic Front and Movement for Democratic Change have been deadlocked for the past month over five key ministries: Information, Finance, Home Affairs, Local Government and Foreign Affairs. Of the agreed 25 senior ministerial posts, President Robert Mugabe is entitled to appoint 15 ministers, Prime Minister Morgan Tsvangirai 13, and Deputy Prime Minister Arthur Mutambara three.
