Somali politicians negotiate in Nairobi; and a gulf remains between Eritrea and Ethiopia

On 29 October, suicide bombers launched coordinated attacks on civilians in Puntland and in Somaliland, killing up to 40 people and injuring many more. This looked timed to undermine negotiations in Nairobi between rival Somali political factions to form a power-sharing regime ahead of elections due next year. To the north, the talking between Eritrea and Ethiopia over the border demarcation has broken down with little prospect of any early resolution. Talking again The conference on Somalia in Nairobi that began on 28 November was a last-ditch effort to persuade the leadership of Somalia's Transitional Federal Government to work with its parliament. The regional Inter-Governmental Authority on Development (IGAD), which sponsored the 2004 agreement setting up the TFG, brought together President Abdullahi Yusuf Ahmed and Prime Minister Nur 'Adde' Hassan, the Speaker Sheikh Adan Madoobe and all members of parliament, to insist that the TFG does what it then agreed....
