THE CIVIC SOCIETY ACTIVIST The Movement for Democratic Change (MDC) will reject the agreement brokered by South African ex-President Thabo Mbeki and no inclusive government will be formed (AC Vol 49 No 25). Constitutional Amendment 19, which provides for a unity government, will not get the necessary two-thirds majority in Parliament on 20 January. President Robert Mugabe will try to form a minority government by March but it will have no international recognition or financial support.
