Ethiopia's troops are gone and another transitional government is installed but the new order is tenuous

On 25 January, the last Ethiopian troops withdrew, only three weeks later than planned, from Somalia. They had originally intervened in Somalia in December 2006, at the request of the Transitional Federal Government (TFG) to defend it against the Islamic Courts Union (ICU) and other armed Islamists. ICU forces were advancing towards the seat of the TFG at Baidoa when the Ethiopian troops moved in, drove them back with heavy losses and advanced to the outskirts of Mogadishu three days later. The remnants of the ICU then fled down to Kismayo and the Kenyan border....
