Trouble in Kinshasa

President Joseph Kabila’s worsening rivalry with the Speaker of the National Assembly, Vital Kamerhe, is dividing the ruling Parti du Peuple pour la Reconstruction et le Développement (PPRD), to which they both belong. Kamerhe’s latest offence is to have condemned the joint Congolese-Rwandan military operation against the Rwandan Hutu rebels of the Forces Démocratiques pour la Libération du Rwanda. Kamerhe, a Hutu from South Kivu who distrusts President Paul Kagame’s government in Kigali, says Kabila should have consulted Parliament before signing an accord with Kagame (AC Vol 50 No 3).
