The return of former United Nations Under-Secretary General Olara Otunnu to Uganda this month after 23 years in exile could galvanise the country's fractious opposition parties against President Yoweri Museveni's plans for another sweeping victory in the national elections due in 2011. But Otunnu will face an onslaught from Museveni loyalists who have already tried to link him with the murderous Lord's Resistance Army, which, with backing from Sudan, has been attacking government garrisons and civilians in the north for the past two decades.
