The Northern opposition and the SPLM combine to pressure the Khartoum government on elections and human rights

The Sudan People's Liberation Movement's unprecedented hosting of Northern opposition parties in Juba last week points to some important shifts in political alignments. The Juba Declaration on Dialogue and National Consensus sent a clear message to Khartoum that the parties back 2005's Comprehensive Peace Agreement and will boycott next April's elections en bloc if, by 30 November, it doesn't implement the human rights and democracy laws in the CPA, signed between the ruling National Congress Party (NCP, aka National Islamic Front) and the SPLM (AC Vol 20 No 18).
