As the government struggles to stem corruption, the head of the Public Procurement and Concessions Commission is murdered

Keith Jubah was shot dead, his body hacked and burned, in Kakata, 35 kilometres north of Monrovia, on 1 November. Nobody yet knows who killed him but he had plenty of enemies. He was head of the Public Procurement and Concessions Commission (PPCC) and close to President Ellen Johnson Sirleaf. In August 2006, Jubah's commission cancelled most of the contracts and concessions signed by the National Transitional Government of Liberia between 14 October 2003 and 16 January 2006. The PPCC's job was to ensure that government contracts and agreements were appropriate, transparent and economically justifiable, as required by the Governance and Economic Management Assistance Programme, which donors scrutinise before disbursing the aid upon which the post-war government depends....
