Protais Zigiranyirazo, brother-in-law of late Rwandan President Juvénal Habyarimana, was acquitted on appeal by the Arusha-based International Criminal Tribunal for Rwanda on 17 November (AC Vol 50 No 15). Anguished protests followed, from survivors, human rights activists and the Kigali government.
