The International Criminal Tribunal for Rwanda has asked Belgian Foreign Minister Steven Vanackere if he will issue a visa for Protais Zigiranyirazo, known as ‘Monsieur Z’ (AC Vol 50 No 14), brother-in-law of President Juvénal Habyarimana, whose death triggered the 1994 genocide. In November, the ICTR acquitted Zigiranyirazo, who now lives in Tanzania, due to technical irregularities in his initial trial in 2008. This had found him ‘guilty of genocide for his participation in a joint criminal enterprise to kill Tutsi civilians in the Gisenyi Prefecture on 8 April 1994.’...
