A new coalition of fighters in the Niger Delta has emerged to oppose President Goodluck Jonathan’s amnesty and has launched a new round of violence. A younger generation – operating under the banner of the Niger DeltaLiberation Force (NDLF) and led by ‘General’ John Togo – has declared a new war, promising to attack oil infrastructure on land and sea (AC Vol 51 No 21). A mix of grievances ranges from the generalised concern that the impoverishment of the oil-rich Delta is not being addressed (despite the national President being from the region) to specific complaints about the iniquities of amnesty payments....
