Whether Côte d’Ivoire erupts into a fresh conflict or joins a new world of parliamentary democracy depends mainly on money, the military and regional solidarity. As Africa Confidential went to press, troops had fired on supporters of Alassane Dramane Ouattara, killing at least four, as they try to march on the state broadcasting company. The Commission Electorale Indépendante may have declared Ouattara (‘ADO’) winner of the presidential election but President Laurent Gbagbo has yet to agree (AC Vol 51 No 23). In the stand-off, both sides can marshal considerable resources....
