Next August, Somalia’s Transitional Federal Government is due to wind up, to be replaced by a new government under a new constitution. Last July, the TFG received a draft from a 29-person Federal Constitutional Commission, under United Nations Development Programme auspices. Public consultations followed and a final draft is expected at any time. Yet several highly controversial items were left over for the consultative process. They include decisions on whether the system should be presidential or parliamentary, the role of Sharia (Islamic law) and the status of Mogadishu as capital....
