In the face of growing internal opposition to his arbitrary rule and stolen elections, President Ismail Omar Guelleh has been strengthening relations with Sudan (AC Vol 52 No 7). He welcomed President Omer Hassan Ahmed el Beshir to Djibouti on 8 May for the inauguration ceremony for his third presidential term. The International Criminal Court has indicted Field Marshal Omer on charges of genocide, war crimes and crimes against humanity. Two years ago, though, Guelleh promised Khartoum he would not honour Djibouti’s commitment to the ICC’s Rome Statute, which it ratified in 2002 and which obliges it to hand Omer over to the Court....
