President Museveni’s post-election reshuffle is more a political balancing act than a coherent response to unrest over high prices and shortages

President Yoweri Kaguta Museveni swore in a new cabinet on 6 June that seemed to be mainly about rewarding loyalists of the National Resistance Movement (NRM) rather than addressing growing economic problems. There was careful distribution of cabinet posts by region, but also a significant sacking, that of Vice-President Gilbert Balibaseka Bukenya. Maria Kiwanuka and Irene Muloni were surprise appointments at the ministries of Finance and Energy. One of the few leading players still to command Museveni’s trust, John Patrick Amama Mbabazi, became Prime Minister, a reward for the successful management of the re-election campaign....
