Wang Shenyang led a group to Libya in February to review the remains of Chinese projects and determine what could be salvaged. Chinese companies had some US$20 billion in housing, railway and telecommunications contracts with Moammar el Gadaffi’s regime; the projects are now war-scarred and neglected. Chinese companies are trying to charm the ruling National Transitional Council (NTC), which has not forgotten Beijing’s lack of support in the struggle.
