Li Baodong called on Western countries to help African governments strengthen the institutions that are designed to fight terrorism. He told the Xinhua Chinese news agency in May that China urged 'the international community, the developed countries in particular, to redouble their efforts in helping African countries to promote capacity-building in justice and security sectors.' He also said that terrorists are exploiting instability in Africa.
