Regional rivalries surface among peace-makers

Kampala's hands-on support for South Sudanese President Salva Kiir Mayardit is causing a rift in the Inter-Governmental Authority on Development which has been mediating in the negotiations. This followed the embattled President Salva Kiir Mayardit's last- minute refusal on 13 August to sign the compromise peace agreement drawn up by IGAD.
