Welcome changes in oil and gas governance are coming, but a new group of rent-seekers is also on the road

Changes at the top of state petroleum company Empresa Nacional de Hidrocarbonetos (ENH) and the industry regulator, Instituto Nacional de Petróleo (INP), mark a further step in President Filipe Nyusi's bid to assert his authority and break from the networks created by his predecessor, Armando Guebuza. Africa Confidential has discovered that, following the closure of the country's fifth bid round for oil and gas concessions on 30 July, special interests in the north are seeking to take unearned stakes in the exploitation of the resource.
