Hopes of a reconciliation conference have risen with faction leaders' 8 December announcement that they will set up a 'national coordinating council' as the first stage of a transitional government. The conference, originally planned for 1 December in Bosasso, may now go ahead early next year. However, agreement on membership of the coordinating council remains a challenge, as does the absence of Hussein Mohamed Farah 'Aydeed' from this month's discussions: he refused to attend unless he was recognised as President of Somalia.
