It was supposed to be a showcase of West African determination to tackle jihadism but few governments bothered to show up
This was meant to be President Macky Sall's moment. The second Dakar International Forum on Peace and Security in Africa was held on 9 and 10 November at the King Fahd Palace Hotel, Dakar's most expensive and the best secured against attack. With Islamists on the rampage throughout West Africa, the Sahel and beyond, Sall knows it may not be long before his country suffers the kind of attack most of his neighbours have known. Senegalese citizens have fought for jihadist groups in two countries, Nigeria and Syria, and are working with at least one such group, Ansar Eddine, in Mali. Some may well be in Libya, too, and when they come home, they are likely to bring their violent fanaticism with them.
