The foreign fronts

Yoweri Museveni is lauded for his success at home; his foreign policy is not so popular

Kampala is caught in two regional conflicts. To the west, President Yoweri Museveni is a key supporter of the Front Patriotique Rwandais government in Kigali and shares its interests in Burundi and Zaïre. To the north, he has joined Ethiopia and Eritrea in their alliance against Khartoum's National Islamic Front government. Kampala's long support for the Sudan People's Liberation Army is countered by Khartoum's increased backing for Joseph Kony's Lord's Resistance Army and Juma Oris's West Nile Bank Front in northern Uganda. This is expensive for Kampala: its poorly equipped army still has some 80,000 soldiers and rebel operations damage the northern economy.
