The people's land

Frelimo ministers seem keen to sell the land that feeds the people, often to themselves

The great southern African land rush is on. President Joaquim Chissano's government is almost half-way towards its target of selling concessions for some 20 million hectares of arable land; just over half of Mozambique's 80 mn. hectares are arable (AC Vol 37 No 3). Many of the new concession holders are members or friends of the ruling hierarchy. Most smallholders cannot dream of buying a title deed at the price of Meticais 1.21 mn. (US$110). That's more than they earn in a year.
