President Museveni's third term bid is splitting the governing party he so patiently built

The desire to stay in power for a third term could prove the chink in President Yoweri Kaguta Museveni's well-maintained armour. It has divided his National Resistance Movement as never before, provoking counter-moves even from veteran loyalists such as the External Security Organisation's former chief, David Pulkol. The lines are now being drawn, with Museveni again resorting to populist appeals to his support base. Like several African counterparts, Museveni threatens to change the constitution to allow himself a third term. Since he is unlikely to win the necessary two-thirds parliamentary majority for this amendment, he proposes a referendum.
