What happened in Harare?

Discussions with several African finance ministers this year about the lack of technical capacity in the region have convinced World Bank President James Wolfensohn that this issue meritss high priority. A series of seminars were held on the subject in Abidjan, Johannesburg, Nairobi, Libreville and Addis Ababa in March and April. A detailed report with policy proposals (written by Bank officials with input from African finance ministries) is to reach Wolfensohn before the Bank's annual meeting in October.
