Power before food

President Salva Kiir Mayardit's beleaguered government seems not to grasp the seriousness of the 20 February official declaration of famine, jointly by Juba and the United Nations, or the extent of international concern and opprobrium since the starvation is entirely man-made. Opening Parliament the next day, he only briefly mentioned efforts to mitigate 'potential famine' caused by crop failure, while elaborating a four-point plan to end the country's decline.
