Bailing in

Under Western pressure, the IMF and the World Bank are going to help Luanda

Western governments, and Washington in particular, have been pressing the International Monetary Fund to be kind to Angola. They have lined up with the Luanda government's argument that negotiations with the União Nacional para a Independência Total de Angola are necessary but will work only if UNITA's negotiator is not the untrustworthy Jonas Savimbi. Angolan officials now hope to sign up early next year to six months of monitoring by the IMF, after which the Fund would offer loans under its Poverty Reduction and Growth Facility.
