President Yoweri Museveni's government in Kampala remains locked in a bloody counterinsurgency campaign against the Lord's Resistance Army, a fierce and brutal pseudo-Christian cult backed, opportunistically, by Sudan's National Islamic Front regime. arid northern Uganda, the LRA inspires fear by killing civilians as brutally as possible and abducts children to carry its weapons and serve as slaves. Detested by the Acholi people it preys on (and claims to represent), the LRA has to win cooperation by force. The Ugandan army's main tactic is to shoot back (when they can find a target) with maximum firepower.
