The government has failed to push a crucial bill through a parliament full of loyal members (AC Vol 46 No 8). The bill would have authorised a referendum on the return to multiparty politics, banned since President Yoweri Kaguta Museveni seized power in 1986. This startling show of independence casts a shadow over the government's next proposal, to allow Museveni to run again when his term ends in 2006.
