Washington's newish, enthusiastic Ambassador to South Africa, Jendayi E. Frazer, is heading back to base to take over as Assistant Secretary of State for African Affairs, we hear. This follows the resignation last week of the incumbent Assistant Secretary, Constance Berry Newman, who had worked closely with former Secretary of State Colin Powell.
