Quarrels between aid agencies, politicians and United Nations organisations continue as Niger 's people starve. As UN Secretary General Kofi Annan arrived in Niamey for talks with President Mamadou Tandja, the director of France's Médecins sans Frontières, Jean-Hervé Bradol, demanded that Annan call to order the relevant UN agencies - the World Food Programme and UN Children's Fund - accusing them of failing to respond to the gravity of the crisis.
