Pohamba's graft test

Will the President punish his predecessor's protégé, caught in a financial scandal?

A serious fraud has been uncovered by a judicial probe into the misuse of 30 million Namibian dollars (US$4.6 mn.) of state funds by local asset managers Avid Investment Corporation. This presents President Hifikepunye Pohamba, who took office in March, with the first big test of his authority (AC Vol 46 No 6). One of Avid's directors is the Deputy Works Minister, Paulas Kapia, who is Secretary (in effect leader) of the governing South West African People's Organisation's Youth League (SYL), and a protégé of Pohamba's predecessor, founding President Sam Nujoma.
