On 12 January, China issued a paper on its African policy. This raises more questions than it answers, as it reads less like a policy paper than a public relations exercise designed to flatter African leaders. China is also trying to woo the African public. April will see the opening of a Chinese state-sponsored 'Confucius Centre' in Nairobi. The Centre will promote Chinese culture and offer courses in Han (Mandarin). The role of Confucian thought is as yet unclear.
