New proposals for constitutional change will reopen the battle for the presidency

A national referendum could pave the way for a return to power by Namibia's founding President, the South West African People's Organisation (SWAPO) leader Sam Nujoma. President Hifikepunye Pohamba astonished Namibians when he announced on 3 August that a bill would be prepared to enable referendums that offer a new mechanism for constitutional change.
