The break in diplomatic relations between Paris and Kigali will not heal quickly. It came after France's Judge Jean-Louis Bruguière asked a higher court to issue international arrest warrants against several senior officials in President Paul Kagame's regime. Judge Bruguière claims that these officials (and Kagame himself) were responsible for the incident that started the genocidal conflict of 1994: the shooting down near Kigali on 6 April of the jet carrying the then President, Juvénal Habyarimana, and his Burundian counterpart, Cyprien Ntariamira.
