Franco-African relations face far-reaching change. Within three months, France will have a new president with less time for Africa than any of the recent incumbents.

Is the sun rising or setting? There was a teasing ambiguity about the posters, showing an orange sun over a calm sea, that cropped up all over the French Riviera resort of Cannes for the 24th Africa-France Summit on 15-16 February. The approaching end of President Jacques Chirac's reign marks the end of an era, just as the exits of French President François Mitterrand and Ivorian President Félix Houphouët-Boigny in the 1990s ended an earlier phase in Franco-African relations.
