Musyoka's message

Foreign Minister Stephen Kalonzo Musyoka's swing through Washington and London last week reinforced the aid-for-security cooperation trade-off dominating Kenyan policy. President Mwai Kibaki's government will get military training from the United States, and the US presidency has earmarked some US$6.5 million for military kit. US military and intelligence in Kenya has sharply increased since September 2001 and the security relationship is closer still under Kibaki. With the International Cooperation dossier incorporated in his brief, Musyoka may now restore the Foreign Minister's position to its former glory.
