General Eyadéma makes plans to go – after another four years

The pact commits General Gnassingbé Eyadéma to holding fresh parliamentary elections next year and then stepping down in 2003 (which he was scheduled to do anyway). Opposition parties have agreed to take part in elections: they boycotted this year's. The key idea is the acceptance of 'alternance' as the principle of future politics, which broadly means allotting the (often symbolic) premiership to someone not from the ruling party. Yet it also implies the possibility of alternating power - in this case, Eyadéma's.
