Moi's no-shuffle

Only the desks were reshuffled in President Daniel arap Moi's 6 September cabinet changes, billed as a move to cut costs and boost efficiency. The World Bank and International Monetary Fund had wanted the 27-strong cabinet reduced to a crack team of 15 efficient ministers to work with Civil Service Head Richard Leakey's 'recovery team' (AC Vol 40 No 16). Moi has instead cut the ministries to 15 but kept all 27 ministers and their 45 deputy ministers on the payroll. This is despite the previously high hopes of the Bank, whose Resident Representative, Howard Wackman, had been in Washington last week discussing progress on Moi's reforms and the 'new cabinet'.
