Even Bujumbura's early morning groups of joggers are being stopped and searched by gendarmes posted around the city by order of Burundi's ruler, Major Pierre Buyoya (AC Vol 40 No 24). He has banned 'collective sport' in order to prevent gatherings by a Tutsi private militia, Puissance d'Autodefense-Amasekyana. The President of PA-Amasekyana ('Power'), Diomède Rutamucero, was arrested and gaoled on 26 July. Rutamucero had written to the authorities claiming that the civilian population needed to defend itself, because security was deteriorating.
