Economics of the sieve

Millions of dollars in revenue from natural resources slip past the government's coffers due to smuggling, a lack of administrative capacity and collusion with politicians. No less than 90% of Tanzania's timber exports to China went untaxed, due to corruption and weak governance, says a recent, government-backed report entitled Forestry Governance and National Development.
