Comprehensively breached

The Sudan People’s Liberation Movement withdrawal from the Government of National Unity (GNU) on 11 October followed months of warnings by the SPLM that the National Congress was breaking the the key terms of the 2005 Comprehensive Peace Agreement (AC Vol 48 No 15). The Government of Southern Sudan (GOSS) President, Salva Kiir Mayardit, had warned Parliament in Juba in September that a return to war was possible. In July, SPLM Secretary General Pagan Amum Okiech had said in Egypt that the government needed ‘changing’ and late last month in the United States, he spoke of ‘the violation of the agreement [the CPA] by the National Congress Party, which disavows its commitments’.
