As Khartoum’s delegation sat in Libya slamming ‘holdout rebels’ who had boycotted the Darfur talks, its armed forces were capturing displaced people in a camp near Nyala. It looked like a bid to deter the late arrival of more Darfur factions: United Nations (UN) and African Union (AU) officials kept saying they were sure more rebels would arrive soon. The Sirte talks leave the regime stronger – not because most rebels didn’t show up but because Khartoum remains firmly in control.
